Hanoi strengthens the prevention and handling of school violence

Faced with the increasingly complicated situation of school violence both in real life and in cyberspace, the City People’s Committee. Hanoi has just issued Plan 195/KH-UBND to proactively prevent and repel this problem. This is a step to concretize Directive No. 03/CT-TTg dated January 30, 2026 of the Prime Minister, aiming to build a safe, healthy and happy educational environment for students in the Capital.

The plan requires the synchronous implementation of solutions from prevention, early detection, intervention and support to the complete handling of violent incidents, while contributing to minimizing law violations among students and comprehensively protecting their physical and mental health. One of the important highlights is the requirement that 100% of educational establishments must strengthen the Steering Committee, develop a case handling process, sign a tripartite commitment between school – family – society, and each school must have at least one violence prevention model suitable to the unit’s characteristics. The highest goal is that all educational institutions meet the standards of “Safety, security and order”.

To achieve those goals, the plan identifies many specific groups of tasks. Legal propaganda and education will be promoted and directly integrated into the curriculum and extracurricular activities. At the same time, teachers and administrators will receive periodic professional training, while students will be equipped with skills to identify risks, control emotions and resolve conflicts positively. Close coordination between schools, families and authorities – especially the police force – is also identified as a key factor, especially in managing and supporting students in difficult circumstances or at risk of violations.

In addition, information technology will be applied more widely in student management and in establishing channels to receive feedback and early warnings. School psychological counseling activities are focused on strengthening, ensuring that all cases showing signs of risk are promptly intervened. In particular, the prevention of violence in cyberspace – including online bullying and acts of abuse through the digital environment – is identified as a separate front, requiring education in safe internet use skills and coordination with authorities.

Regarding implementation assignment, the Hanoi Department of Education and Training is responsible for presiding, guiding and monitoring the entire plan implementation process. The City Police coordinate to propagate the law and strengthen security and order control in the area around the school. The Department of Finance and the People’s Committees of wards and communes ensure resource allocation and implementation locally, creating a solid foundation to build a truly safe and healthy school environment.
